The state law requires you or the contractor to call in a ticket to the state’s one call center before digging on most projects to protect the public's utilities. This does not altogether protect yours. Here in North Carolina it is better known as The NC 1 Call, and in Virginia it's called Miss Utility. Better accessed by calling 811 as it is publicized. They are required to respond by law to respond (sometimes it may take up to 3 days for excavation) and mark public utilities. They have a plus or minus margin to be correct of up to 18-30 inches either side of the marked utility to be correct. That’s a  rather broad area when trying to expose and verify a utility within your work area especially as hard as the ground is sometimes with dry weather and all.  The law states you must use a shovel while doing this.
